What should good membership administration for a Dutch gym be able to do?

Good membership administration (ledenadministratie) for a gym in the Netherlands keeps members, memberships, payments, cancellations and visits in one place, and fits the rules that apply there: after the first term a membership may only renew for an indefinite period with a notice period of no more than 1 month, a membership signed up for online must be cancellable online, and gym access carries 9% VAT (btw). Published prices for gym software in the Netherlands and Belgium run from about €109 to €599 a month, and some vendors only work with a quote.

The basics: what you want to know about each member

It sounds obvious, but in practice I see gyms with members spread across three systems: a spreadsheet for contracts, the bank for payments and an app for check-in. Then nobody knows exactly who is active. Membership administration that works shows each member on one screen:

  • contact details and start date;
  • the membership, the price, the term and the end date;
  • how the member pays (card, direct debit, cash at the desk) and whether the last payment went through;
  • visits, so you can see who is drifting away before they cancel;
  • intake and any health information, visible only to the people who need it;
  • cancellation: when it was submitted, when it was confirmed, and the last day.

What the ACM has already taken action on with gyms

The ACM is the Dutch Authority for Consumers and Markets. In 2015, twelve gym chains with 330 locations between them changed their terms and websites after ACM action. A notice period of 2 months was not allowed, the maximum is 1 month, and fixed costs such as a joining fee had to be included in the price. That was years ago, but the same points still come up in the terms I read at smaller clubs.

The 9% rate stays

The planned increase of VAT on sport to 21% is not going ahead. The Wet behoud verlaagd btw-tarief op cultuur, media en sport (the act keeping the reduced VAT rate for culture, media and sport, parliamentary paper 36 814) came into force on 1 January 2026. Note that stand-alone personal training without a facility does fall under 21%. If you sell PT packages alongside memberships, have your bookkeeper look at how to split them.

Direct debit or card: how do members pay their fees?

For monthly membership fees you have roughly four routes: SEPA direct debit (incasso), iDEAL for the first payment followed by direct debit, a stored card, or paying at the desk. Many clubs combine two of them. Here is how it works with a payment provider like Stripe, according to Stripe's documentation on SEPA Direct Debit and on iDEAL:

iDEAL is changing: according to Stripe, Dutch customers can pay with Wero from the fourth quarter of 2026, and iDEAL is being phased out in 2027 and 2028. Memberships started via iDEAL already run on SEPA direct debit and will not notice the change.

What I advise clubs: look at your chargeback process before you look at features. Who calls a member when a direct debit bounces? Is that member still marked as active in your system, and can they still check in as normal? Those are the questions that cost money in practice.

GDPR and access

Intakes with injuries or medical information are health data: special category data under Article 9 of the GDPR (AVG in Dutch). Besides a normal legal basis you usually need explicit consent. Biometric data used to identify someone, such as a fingerprint at the door, also falls under Article 9. If you opt for biometric access, have it legally reviewed first. A QR code in an app or a card is the simpler route for most small gyms. More on that in gym check-in and access control software.

In practical terms: give front desk staff access only to what they need, and make sure you can export or delete a member's data when they ask.

How to choose

  • Your members pay by direct debit now and that needs to stay: choose a system with built-in SEPA direct debit, or keep direct debit at your bank and make sure you can record the status for each member.
  • You run a small or boutique club: look at the price at your current member count and at double that, and at what the member app includes.
  • You also sell PT and online coaching: check whether training programmes, nutrition and chat are in the same system, or whether you need a second app alongside it.
  • Always ask in writing about the minimum term, set-up fees and notice period of the software itself.
